Vision 2025 Sports Open New Fields
Tokyo, an inclusive city where everyone can shine

In 2025, the World Athletics Championships and the Deaflympics were held in Tokyo. The Tokyo Metropolitan Government has drawn vitality from hosting these two international sporting events and, to pave Tokyo's future with the power of sports, has compiled what it aims to achieve through both events into “Vision 2025”. While setting out the direction of its initiatives and looking ahead to the post-event legacy, it has been advancing a variety of initiatives. In January 2026, it formulated the ‘Vision 2025 Legacy Book’, which summarises the achievements of its initiatives to date and the legacy left by both events. It will carry forward the legacies of both events into the future and further accelerate its progress towards realizing "an inclusive city where everyone can shine" through the power of sports.

Vision 2025 Legacy Book

This summarizes the achievements of the initiatives undertaken in connection with the 2025 World Athletics Championships and the Deaflympics, as well as the legacy left by both events.

  • Review the various initiatives promoted in line with "Vision 2025", etc. (e.g. promoting universal communication using digital technology, encouraging children’s participation on-site in the venues, efforts to achieve sustainable development, etc.)
  • Categorize the legacies from both events and future initiatives into "Children", "An Inclusive Society" and "Future International Sporting events" to pass on and develop the achievements of each initiative beyond the events
  • Introduce the achievements of each initiative in an easy-to-understand manner, featuring performance figures and photographs from the event, alongside comments from those who co-created the events (including athletes, event staff and children who took part in the initiatives)

This is a revised version of the "Vision 2025 Action Book" published in January 2024, which has enhanced and materialize the initiatives and legacy, and systematically summarized them.
